I received my 64mp quad setup and managed to get working. I want to capture still images of moving objects but the the cameras are not synchronized in the 1/4 resolution mode.
I also can’t change the shutter speed or the iso/gain for stills with the libcamera commands.
How can I get it working?

If you want to capture still images of moving objects, the global shutter senosr and support external trigger mode is your best choice. The 64MP does not support external trigger mode.
It is not easy to synchronized. You can try to add –framerate xxx to set frame speed and add –shutter xxx to set the exposure time. In this tuning, maybe you can make the camera is synchronized to the moving object. Feel free to let me know if you need more help.
