The plot thickens. I have another Raspberry PI with an Arducam UC-439 Rev. C which has been working very well for years. So I shut that Raspberry PI down and disconnected the cable from the UC-439 and plugged it into the IMX519 and I am having the exact same problems.

Newer versions of the libcamera camera stack no longer use this command to detect cameras.

you can use:
libcamera-still --list-cameras
